Can I change the settings of a step that is currently execution?

You can change it in MODE 0. However, this will not change the original pattern and will be a one-time only change.
Also, in the case of a fixed step, the value of the SV that will reach the end of this step will be changed, so it will become a gradient step. Please note that it will not shift the current SV while remaining a fixed step.
