I would like to use a Zener resistance to make a submersible resistor intrinsically safe for explosion proof. Is this possible?

Intrinsically safe explosion proof is certified by combining a sheath resistance and a Zener barrier. The submersible type does not have a sheath resistance, so it cannot be intrinsically explosion proof.
