Where does a sheathed thermocouple measure temperature?

There is a temperature sensor inside the tip of the metal protective tube.

However, to measure the correct temperature, the thermocouple needs to be inserted 15 to 20 times the diameter of the protective tube. The correct temperature cannot be measured by simply pressing only the tip against the object.
